Local tax increase cancelled in Central Corfu and Diapontia Islands Municipality – Implications for locals

ATHENS. The annulment of the increase in municipal taxes in Corfu by the Council of State will lead to refunds through offsets for amounts paid in 2025, but it does not definitively close the issue, as the municipality may return with a new, legally valid decision for the future.

The annulment by the Council of State of the Municipality of Central Corfu and Diapontia Islands’ decision to increase municipal taxes means that the increase is treated as if it had never been in effect—not because it was judged unfair in terms of its amount, but because it was adopted through an incorrect procedure.

In practical terms, this means that any additional amounts paid, especially for 2025, are considered unduly collected, and the municipality is obliged to return them. In practice, this is almost always done through offsets against future bills rather than through direct cash refunds.

At the same time, however, the annulment is procedural rather than substantive, which means that the municipal authority can come back with a new, legally valid decision to increase charges, which would apply only to the future. As a result, one possible scenario is that residents may see, on the one hand, reductions or credits due to the offsetting of past charges, and on the other hand, new increases if they are approved again. Therefore, the final financial outcome will depend on how and when the municipality acts in the coming period.
